Anti-graft agency alleges Nasir El-Rufai used a court-approved hospital visit for political meetings, vows to seek judicial sanctions as physician is detained over alleged false statements.

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has escalated its legal battle with former Kaduna State Governor, Nasir Ahmad El-Rufai, accusing him of abusing a court-approved medical visit while in its custody and violating the conditions under which the Kaduna State High Court granted the outing.
In a strongly worded statement issued on Tuesday, the anti-corruption agency also announced the arrest of El-Rufai’s personal physician, Professor Bello Abubakar, alleging that he made false statements during the incident.
The Commission said it would formally bring the alleged breach before the court, insisting that its goodwill and professionalism had been exploited.
Court Proceedings Interrupted by Medical Request
According to the ICPC, the Kaduna State High Court had fixed July 6, 7 and 8, 2026, for the accelerated hearing of criminal charges pending against the former governor.
However, proceedings suffered an unexpected setback on the opening day after El-Rufai reportedly declined to accompany ICPC officials to court.
The Commission said the former governor informed officials that he wished to consult his personal physician before appearing before the trial judge.
Prosecutors subsequently informed the court that no prior request had been submitted to the Commission seeking permission for such a medical consultation.
ICPC Says El-Rufai Reported No Immediate Health Complaint
In its account of the events, the Commission disclosed that its own medical personnel questioned El-Rufai regarding his health status before the proposed hospital visit.
According to the ICPC, the former governor reportedly stated that he had no immediate medical complaints, but explained that his wife, Asia El-Rufai, who is also a member of his legal team, requested that he consult his personal physician.
The Commission maintained that despite those circumstances, it chose to comply with the court’s directive by facilitating the medical visit in accordance with established security procedures.
Court Adjourns Trial Amid Application Against Judge
Following arguments from both the prosecution and defence, the Kaduna State High Court adjourned the substantive criminal proceedings until July 15, 2026.
The adjournment will allow the court to determine El-Rufai’s application seeking the recusal of the trial judge while awaiting the decision of the Kaduna State Chief Judge on a petition requesting that the case be transferred to another court.
Despite the adjournment, ICPC said it continued to honour the court’s directives regarding the defendant’s welfare.
Medical Visit Allegedly Turned Into Political Meeting
The controversy deepened during El-Rufai’s visit to the private wing of the National Hospital, Abuja, on Tuesday.
According to the Commission, its medical and security personnel remained outside the consultation room at the request of El-Rufai’s family to preserve the privacy of the medical examination being conducted by Professor Bello Abubakar.
However, the ICPC said events took an unexpected turn when photographs surfaced on Facebook shortly after 2:00 p.m.
The images, allegedly posted by El-Rufai’s political associate, Isa Ashiru Kudan, claimed that they had “just concluded a meeting” with the former governor.
The Commission stated that the photographs showed El-Rufai alongside Professor Bello Abubakar, Isa Ashiru Kudan and three other individuals during the period designated for medical consultation.
ICPC Alleges Breach of Court Order
Reacting to the development, the anti-corruption agency accused El-Rufai of using the hospital visit for activities beyond the scope approved by the court.
According to the Commission:
“The arranged medical visit was utilised for activities outside the scope contemplated by the court and the ICPC. This is a clear violation of the court order.”
The agency argued that the hospital visit had been authorised solely to enable the defendant receive medical attention under official supervision and not to hold meetings with political associates or visitors.
Professor Bello Abubakar Arrested
In one of the most significant developments arising from the incident, the ICPC confirmed that Professor Bello Abubakar had been taken into custody.
The Commission alleged that the physician made false statements during the events surrounding the hospital visit.
Although investigators have not publicly disclosed the precise nature of the alleged false statements, the ICPC said the professor remains under investigation.
His arrest introduces a new dimension to the case, potentially exposing medical professionals involved in court-approved custodial visits to legal scrutiny where investigators suspect misconduct.
Commission Warns Against Abuse of Official Goodwill
The ICPC expressed disappointment that what it described as professional courtesy and respect for the rights of persons in custody had allegedly been exploited.
The agency maintained that throughout El-Rufai’s detention, its officers had acted professionally and respected his dignity and privacy.
It warned that such flexibility would no longer be extended where it believes official trust has been abused.
“The professional and humane nature of the ICPC should not be taken for granted,” the Commission declared.
The agency further stressed that it would ask the court to take judicial notice of what it termed the defendant’s “flagrant disobedience” of the conditions governing the medical visit.
Legal Questions Emerge
Legal analysts say the allegations could have implications beyond the ongoing corruption trial.
If the court determines that the defendant breached the conditions under which the medical visit was granted, it could influence future applications relating to custody privileges, bail considerations and judicial discretion.
Similarly, the investigation involving Professor Bello Abubakar could test the legal responsibilities of medical practitioners participating in court-authorised examinations of detainees.
As of the time of filing this report, neither El-Rufai, Professor Bello Abubakar nor members of the former governor’s legal team had publicly responded to the ICPC’s latest allegations.
Investigation Continues
The ICPC reiterated its commitment to due process, insisting that every suspect or defendant in its custody would continue to enjoy rights guaranteed under Nigerian law.
However, the Commission maintained that those rights must not be exploited in ways that undermine court orders or obstruct the administration of justice.
The agency said it would continue its investigation while preparing to present the alleged breach before the Kaduna State High Court during subsequent proceedings.
The latest confrontation between the ICPC and former Kaduna State Governor Nasir El-Rufai has intensified an already high-profile criminal case, raising fresh questions about compliance with court orders, the limits of custodial privileges and accountability during ongoing criminal proceedings.
With Professor Bello Abubakar now in custody and the Commission preparing to brief the court on the alleged violations, attention will shift to the July 15 hearing, where the judiciary is expected to address both procedural applications and the new allegations emerging from the controversial medical visit.
