Ceremonial Opening Marks IPO Start at NGX

The IPO launch proceedings began with a ceremonial gong struck by Dangote Refinery President and CEO Aliko Dangote, signaling the official opening of the offer at the NGX in Lagos.

Following the gong, Lagos State Governor Babajide Sanwo-Olu framed the event as more than a company listing—describing it as a milestone for market creation, deepening financial markets, and expanding opportunity for broader segments of Nigerians.

Sanwo-Olu also emphasized the “opening opportunity for everybody” theme, positioning the IPO as a gateway for mass participation in capital markets, not only for established investors.


Ooni of Ife Highlights Digital Access for Mass Ownership

Also addressing the event, the Ooni of Ife argued that the significance of the offer lies in widening investment participation beyond institutional players.

He used a local analogy—likening potential investors to everyday Nigerians (such as a pepper seller)—who could convert small daily earnings into share purchases through modern digital access.

The message, participants noted, was consistent with the IPO’s retail-investor orientation: making ownership achievable for those without traditional brokerage relationships.


“More Than an Asset”: CEO Reframes Dangote Refinery as a Business

The programme then shifted to Dangote Refinery’s operational and commercial narrative. David Bird, CEO, delivered the “Facts Behind the Offer” presentation—presenting the refinery as an operating business with market reach and expansion momentum, rather than merely an industrial asset.

Bird said the company’s commercial capability spans domestic and international markets, including the refinery’s growing role in aviation fuel exports to Europe. He also linked the expansion plan to the firm’s broader Vision 2030 framework.

While investors focused heavily on capacity targets, Bird underlined that plans for growth extend beyond refining volume—covering a broader product portfolio and regional distribution infrastructure.


Capacity Expansion to 1.4 Million Barrels Per Day: More Units, More Flexibility

A key part of the presentation centered on the planned increase in refining capacity to 1.4 million barrels per day.

Bird indicated that the projected rise would be supported by additional units and would provide more flexibility in production. He also pointed to existing infrastructure and an emphasis on increasing storage capacity to support the expansion.

In questions and answers later in the programme, Dangote reiterated that the expansion would be tied to adding capabilities—aimed at improved performance rather than a single-stage scaling effort.


Dangote Positions IPO as “Reality” and Wider Value Creation

Aliko Dangote later told the gathering that the IPO represents more than an investment pitch—describing it as value already created and moving closer to what he called “reality.”

He framed the listing as a way to extend refinery value beyond a small group of stakeholders, emphasizing the importance of enabling large-scale assets to generate returns for a wider public—particularly through public shareholding.


Vetiva Explains Subscription Mechanics, Incentives, and Shariah Compliance

Next, Chuka Eseka, Managing Director at Vetiva Capital Management, guided investors through the mechanics of participation, including subscription and incentive structures.

According to the offer explanation:

  • Eligible retail investors may subscribe for a minimum of 10 shares
  • Investors would receive an additional share for holding continuously for 12 months
  • A further additional share may be granted after another 12 months under the retail incentive programme
  • Subscriptions can be made through multiple platforms, including traditional stockbrokers
  • The offer is presented as Shariah-compliant

NGX CEO Details Distribution and How the Public Will Participate

The event concluded with additional guidance on how shares would be distributed to the investing public.

Temi Popoola, CEO of the Nigerian Exchange Group, presented an overview of distribution and investor participation, outlining how the offer will reach the market in an organized manner.

Market observers described the session as a strong indicator of investor interest, with attendees seen across the hall—watching presentations, reviewing screen-based trading information, and seeking clarification during the Q&A segment.
