Former President of Liberia George Weah has delivered a stern warning to African political leadership, insisting that democracy is threatened not only by coups, but also by elected officials who gradually govern like dictators.

Speaking at the opening ceremony of the 2026 Nigerian Bar Association (NBA) Conference in Port Harcourt, themed “Beyond Limits,” Weah cautioned that executive overreach—especially where leaders use state institutions to weaken checks and balances—can erode democratic gains over time.


Weah Warns: Democracy Faces Threats Beyond Military Coups

Weah addressed delegates at the NBA Conference by highlighting what he described as a “more dangerous” threat to democratic governance.

He argued that while people often fear a leader being removed by force or a defeated candidate refusing to leave office, another danger exists when an elected leader slowly undermines democratic constraints.

According to Weah, such leaders may apply pressure on the judiciary until decisions align with executive preferences, and manipulate the legislature until it functions as a ceremonial extension rather than a meaningful check on power.

The former Liberian head of state made his warning more emphatic with a direct message to the political class and democratic stakeholders.

He stressed that legitimacy through elections does not guarantee democratic behavior if the rule of law is weakened, institutions are captured, and accountability is replaced with obedience.

Weah’s statement—framed as a principle—underscored that leaders must respect the boundaries that elections are meant to enforce.


Weah Recounts Liberian Election Concession in 2023

To illustrate his commitment to democratic norms, Weah recalled his response to the November 2023 presidential election in Liberia.

He said he chose to concede defeat during the counting period—before official results were formally finalized—by calling his successor to congratulate him.

Weah noted that advisers encouraged patience, urging him to wait until every figure was certified, but he said his decision was guided by a belief that the will of the people must prevail over personal political ambition.


Lawyers Urged to Resist Executive Overreach

Turning to the legal profession, Weah urged legal practitioners to remain firm safeguards against executive dominance.

He argued that democracy cannot survive on elections alone, emphasizing that the real protection for citizens comes from strong institutions, especially an independent judiciary.

He warned that a judiciary that bends—whether through intimidation, influence, or political permission—eventually collapses the protective framework meant to restrain abuse of power.


Judicial Independence Under Threat, Weah Says

Weah further argued that coups are not the only mechanism by which democracy can be weakened across Africa.

He pointed to a range of state practices that can compromise judicial independence, including scenarios where the judiciary’s budget is controlled in ways that subject courts to political actors tasked with oversight.

He said court decisions must carry effect as judgments, not as outcomes dependent on executive approval.


At the NBA Conference, George Weah framed democracy as a continuously defended system—not a one-time event sealed by election day. His message to African leaders and the legal community was clear: institutions, especially the judiciary, must remain independent, unbent, and capable of holding executives accountable. Without that foundation, elected authority can gradually transform into authoritarian control—turning democratic legitimacy into a shield for tyranny.
