Executive Order set to take effect Aug. 31, 2026—panel to identify victims, determine causes, assess security role, and recommend prosecution, reforms, and compensation.

OSOGBO, Osun State — August 30, 2026 — Osun State Governor, Senator Ademola Adeleke, has issued an Executive Order establishing a Coroner Inquest/Panel of Inquiry into the shootings, injuries, killings, and violence reported at Naira and Kobo Junction, Motor Park/Garage Area, Ikire, in Irewole Local Government Area, on August 24, 2026.
Osun Governor Adeleke issues Executive Order to investigate Ikire violence
According to the Executive Order, the Coroner Inquest/Panel is empowered to investigate the circumstances surrounding the incident, including the identification and number of victims, and the immediate and remote causes of the violence.
The Order further directs the panel to examine whether criminal responsibility is connected to the deaths, emphasizing that accountability will apply without exception.
Panel takes effect Aug. 31, 2026; to start sitting within seven days
The Executive Order becomes effective on August 31, 2026. The panel is expected to begin sittings within seven days of inauguration, and to submit its final report within 30 days from the date of its first sitting, subject to any extension approved by the governor.
Coroner Inquest/Panel composition and leadership
Magistrate named as Chairman; officials, legal, civil society, community and forensic representatives appointed
Magistrate Ayokunle Shiyanbola has been appointed Chairman of the Coroner Inquest/Panel, with Mr. Abiodun Badiora as Secretary, as contained in a statement credited to the Governor’s spokesperson, Olawale Rasheed.
Other members include:
- AIG Aderanti Kayode (retd.)
- Mr. Dele Akintayo (representative of the Nigerian Bar Association)
- Wale Balogun (representing civil society organisations)
- A community representative from Ikire
- Babatunde Afolabi (medical/forensic representative)
Mandate of the Coroner Panel
Investigate security conduct, ammunition use, and compliance with law
The panel is mandated to determine the circumstances leading to the shootings and killings, including examining the role of security operatives.
It is also empowered to:
- Establish whether live ammunition or other weapons were used
- Assess whether the use of force complied with the law, rules of engagement, and human rights standards
- Identify individuals, groups, security personnel, political actors, transport union members, public officials, or any other person whose actions or omissions may have contributed to the incident
Evidence powers: summons, documents, scene inspection and records request
Panel authority to compel information and evaluate forensic materials
The Coroner Inquest/Panel will have powers to:
- Summon witnesses
- Demand police and medical records
- Inspect the scene and other relevant locations
- Receive oral and documentary evidence
- Recommend protective measures for witnesses and persons at risk of intimidation or retaliation
Preservation of firearms, records and communication logs
Governor directs safeguarding of key operational and forensic evidence
Governor Adeleke also directed the preservation of critical materials, including:
- Firearms and ammunition records
- Station diaries
- Communication logs
- Incident reports
- Duty rosters
- Medical records and autopsy reports
- Photographs and videos
- Other items relevant to the inquiry
Interim steps and protection of witnesses
Police leadership instructed to take measures that preserve public confidence
The Executive Order requests the Inspector-General of Police, the Police Service Commission, and the Osun State Commissioner of Police to take appropriate interim administrative steps concerning any police officer whose continued operational command may prejudice the inquiry or affect public confidence.
The Governor further ordered measures to:
- Protect witnesses and victims’ families
- Obtain medical and forensic documentation
- Maintain peace in Ikire pending the conclusion of the investigation
Possible outcomes: prosecution, disciplinary action, compensation and reforms
Panel may recommend accountability and institutional changes
At the conclusion of its review, the panel may recommend:
- Prosecution
- Disciplinary measures
- Compensation for victims
- Institutional reforms to prevent recurrence
Memoranda invitation and public assurance
Families, eyewitnesses, media and stakeholders urged to submit evidence
The government has invited victims’ families, eyewitnesses, journalists, transport workers, police officers, medical personnel, civil society organisations, political parties, community leaders, human rights activists and other concerned persons to submit memoranda and evidence to the panel.
Governor Adeleke assured the people of Ikire—along with families of the deceased, the injured and the general public—that the incident will be investigated thoroughly, fairly, and transparently.
Executive Order position on accountability
“No person found culpable shall be shielded from justice”
The Executive Order states that no person found culpable shall be shielded from justice, regardless of status, office, political connection, or institutional affiliation. It also clarifies that allegations remain allegations until established through credible evidence before the Coroner Inquest/Panel.
With the Coroner Inquest/Panel now set to take effect on August 31, 2026, Osun State authorities have signaled a structured and time-bound process to investigate the August 24, 2026 Ikire violence. Stakeholders are expected to provide evidence as the panel prepares to begin hearings within seven days, with final findings due within 30 days of its first sitting.
